The Victoria Embankment looking east from Waterloo Bridge in 1923. There is a view beyond the river to the hotels and offices of the Norfolk Estate, and the London School Board offices which White notes later became the LCC tramway headquarters. He also notes that the Thames was the main - and natural - highway of London of which the Embankment road followed the ancient line of route. This is a high angled long shot of the Embankment, with the Thames Police site in the foreground. There are several boats and officers in view.
