He is holding the metal staff of his flag so that it makes contact with the overhead wires; this rings a bell on the platform, telling the motorman to restart the train. A male passenger is looking at the photographer from a District 1927 K-stock car waiting in the platform. A non-stopping board can be seen on the side of the car.
