Underground guard on the platform at Westminster station, demonstrating the train starting device. He is holding the metal staff of his flag so that it makes contact with the overhead wires; this rings a bell on the platform, telling the motorman to restart the train. A male passenger is looking at the photographer from a District 1927 K-stock car waiting in the platform. A non-stopping board can be seen on the side of the car.
