20th Century London caption: Men are putting up hoardings on Horseferry wharf on the south side of Millbank. Goods would once have been landed here, the nearest wharf to Westminster. The old terraced houses are about to be boarded up. They made up the eastern border of the great Westminster 'rookery', overcrowded tenements that once surrounded most of Westminster Abbey and Palace. These were demolished during the clearance of the Westminster slums in 1906. The Millbank of today was finished shortly before the First World War. This street includes the Victoria Gardens and grand Edwardian office blocks such as Westminster House and Millbank House
