Underground guard at Westminster station, blowing his whistle and waving a flag to inform the driver of the train in the platform that it is safe to depart. The gentleman in the background appears to be looking at the camera rather than the guard.

20th Century London caption: This photo was taken at Westminster station in 1935. The station is connected to the Houses of Parliament next door. A year earlier, the public had been allowed to use the subway to Parliament for the first time. Here a uniformed guard stands on the platform, blowing a whistle and waving a signal flag. This notified the driver that it was safe for the train to depart. There is a passenger in the background. The blurred outline of a third figure can just be seen to the left of the guard. It looks like a man in uniform with a peaked cap and is possibly the on-board guard. This man would have operated the doors on the train.
