District Railway construction scene, to the west of the old Waterloo Bridge (built by Rennie, visible in background), at the foot of Savoy Street. Victoria Embankment is being constructed simultaneously. Cut and cover trench excavation in early stages to right of image; a much deeper excavation is visible under the bridge. Several horses and carts can be seen in the shot. Temporary track for spoil removal runs from left foreground to bridge. Most of the workmen are posing for the camera.
